If your neighbour is not cultivating their plot, ask the Secretary and another member of the Committee to inspect it, and if there are concerns they will contact them.

Ask if it is possible for them to cut down or prune back overhanging trees and plants. If they can’t do it, offer to do it for the benefit of both of you. If they are not happy with your plans, talk to the Committee.
